Guvernul are pe ordinea de zi un proiect care vizează completarea legii sănătăţii în sensul reglementării dosarului electronic de sănătate, instrument înfiinţat acum mai bine de cinci ani, dar care nu funcţionează în parametri normali nici astăzi.
Noua lege prevede faptul că dosarul electronic de sănătate conţine date şi informaţii clinice, biologice, diagnostice şi terapeutice, personalizate, acumulate pe tot parcursul vieţii pacienţilor.
Acesta se constituie, fără consimţământul pacientului, cu ocazia transmiterii primului document medical al pacientului în Dosarul Electronic de Sănătate (DES) de către medicii care îşi desfăşoară activitatea în cabinete medicale ambulatorii ale medicilor de familie, centre de diagnostic şi tratament, centre medicale, centre de sănătate, laboratoare, precum şi prin alte unităţi sanitare publice şi private; plus unităţi sanitare publice şi private cu paturi.
Pentru pacienţii care refuză în mod expres utilizarea dosarului electronic de sănătate, toate datele existente în dosarul electronic de sănătate al pacientului, precum şi datele ce se colectează ulterior refuzului exprimat, se anonimizează, astfel încât pacientul respectiv să nu poată fi identificat în DES, datele fiind utilizate în scopuri de arhivare în interes public, în scopuri de cercetare ştiinţifică sau istorică ori în scopuri statistice.
Prin anonimizare se înţelege adoptarea unor măsuri de natură tehnică şi organizatorică care să asigure neatribuirea datelor cu caracter personal unor persoane fizice identificate sau identificabile.
Transmiterea datelor şi informaţiilor medicale către sistemul DES este obligatorie pentru toţi furnizorii de servicii medicale. Nerespectarea constituie contravenţie şi se sancţionează cu avertisment scris în cazul faptei săvârşite pentru prima oară şi amendă de la 3% la 5% din contravaloarea serviciilor medicale prestate şi netransmise în DES, calculate la nivelul fiecărei luni, în cazul faptelor săvârşite ulterior.
Nerespectarea de către unităţile sanitare cu paturi, care nu se află în relaţie contractuală cu o casă de asigurări de sănătate, a acestei obligaţii constituie contravenţie şi se sancţionează cu amendă de 0,5% din contravaloarea serviciilor medicale prestate neînregistrate, calculate la nivelul fiecărei luni, în cazul faptei săvârşite pentru prima oară şi amendă de la 1% la 3% din contravaloarea serviciilor medicale prestate şi netransmise în DES , calculate la nivelul fiecărei luni, în cazul faptelor săvârşite ulterior.
Dacă faptele sunt săvârşite timp de patru ori, pe lângă sancţiunea amenzii se aplică şi sancţiunea complementară a suspendării autorizaţiei sanitare de funcţionare pentru o perioadă de 6 luni.

Deci sistemul medical poate fii fraudat la maxim daca datele respective nu se atribuie unor persoane fizice identificate sau identificabile. Acest aspect, nu mai permite confirmarea sau infirmarea intr-un anumit contex daca un act medical este fictiv sau real.
Israelul s-a oferit sa vanda companiilor farma datele medicale detinute despre populatiile tarilor a coror date le detin.
Acum ne vor obliga sa avem dosar de sanatate medical: nominal sau anonimizat, nu conteaza, va fi obligatoriu.

The Mark of the Beast is translated as the number 666 in English in the book of Revelation but did you know that they translated it to be that according to the symbols χξς which are the EXACT symbols of the Arabic phrase “In the Name of Allah” and is written on EVERY Muslim Headband and Arm badge. In the “Codex Vaticanus” dated 350 AD those three letters (that were translated 666) are not Greek in that sentence, but were translated that way wrongly. They are actually Arabic letters. Zechariah 11 describes the only physical description of the anti-Christ in the bible. Verse 17 says “a sword shall be against his arm And against his right eye; His arm shall completely wither, And his right eye shall be totally blinded.” All Islamic’s wear a headband and a band on their right arm and it says “in the name of Allah.” That’s the same Islamic version of the anti-Christ and is called the Dajjal who is supposed to be one eyed or blind in one eye according to their culture of Islam.
